Introduction to LA21

Agenda 21

Agenda 21 is a Global Action Plan for Sustainable Development Towards the 21st Century. It is produced by the declaration of the World Conference in Rio de Janeiro, Brazil in 1992 which was attended by 178 countries including Malaysia. Global Action Plan contains 40 chapters that describe the steps that need to be taken towards sustainable development.


Local Agenda 21 (LA21)

Role of Local Authorities (PBT) was emphasized in the 28th chapter in the implementation of Agenda 21 and sustainable development at the local level through Local Agenda 21 Programme (LA21). Therefore, the LA21 is the agenda that was launched at the local level. Local Agenda 21 (LA21) is a program to involve and emphasize the three parties, local authorities, public and private sector cooperation in planning and managing their surroundings towards sustainable development and a higher quality of life.

Local Agenda 21 program was established for the government and local communities in working towards sustainable development

Sustainable Development

Sustainable development means "development that meets present needs without reducing the ability or the needs of future generations. These include population control, food & energy security".

Characteristics of Sustainable Development

Environment: The development of genuinely take into account the role of humans on the environment and health.
Social equality: Development that contributes to the acquisition and control of a more appropriate source.
Economic man: social and economic development to help people meet basic needs.
The future: To ensure that the decision taken not to damage or prejudice the interests of future generations.



The implementation of the LA21 Programme in Malaysia

Local Agenda 21 program has been implemented in Malaysia since 2000 through LA21 Pilot Project involving 4 of the Local Authority (PBT) of Miri City Council (MBM), Kuantan Municipal Council (MPK), Petaling Jaya Municipal Council (MPPJ) and District Council HQ (KDC). This pilot project was implemented by the Ministry of Housing and Local Government in collaboration with the Economic Planning Unit (EPU), Department Perdanan Minister and United Nations Development Programme (UNDP). LA21 Pilot Project was launched by the Hon. Dato 'Seri Ong Ka Ting, Minister of Housing and Local Government on 17 October 2000 at the Civic Hall, Petaling Jaya Municipal Council.
